Don’t judge a book by its cover (never judge a book by its cover, you can’t judge a book by its cover)

This phrase means that you should not judge the value of something or somebody by its or their outward appearance alone. 

“He seemed to be an honest man before the elections and what a crook after he has become Prime Minister. Well, never judge a book by its cover!”
